Special Weather Statement issued by Environment.  01:21 AM ADT Wednesday 16 October 2019.
Rain and wind on Thursday.

An intense low pressure system will track towards the region on Thursday. Rain and wind will begin over western sections of the province in the morning and reach Cape Breton by afternoon. Total rainfall amounts of 20 to 40 mm are expected but may exceed warning criteria of 50 mm. The heaviest rain will move through quickly but very intense downpours are possible.

Additionally, easterly wind gusts of 70 km/h or higher are likely and are forecast to exceed warning criteria of 90 km/h over the southwest. Higher than normal water levels and rough surf is also possible along the Atlantic near high tide on Thursday.
