A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frostbite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.

... Cold Arctic air and patchy black ice... .

Arctic air is moving into the southern Appalachians behind a
departing cold front with strong westerly to northwesterly winds.
Widespread moisture remains on area roadways after widespread
rainfall on Saturday. Due to this, expect any residual moisture
will freeze this morning leading to some areas of black ice today
and lingering into Monday. Please exercise extra caution while
traveling.
