... Wind Chill Advisory in effect from 3 PM this afternoon to
10 am EST Monday...

accumulations of 1-4 inches. Wind chills as low as 10 below
zero expected.

* Where... portions of east Tennessee and southwest Virginia.

* When... for the Winter Weather Advisory, until 3 PM EST this
afternoon. For the Wind Chill Advisory, from 3 PM this
afternoon to 10 am EST Monday.

* Additional details... plan on slippery Road conditions. The
hazardous conditions could impact the morning commute. The
cold wind chills could result in hypothermia if precautions
are not taken.

Precautionary/preparedness actions...

A Winter Weather Advisory for snow means periods of snow will
cause primarily travel difficulties. Expect snow covered roads
and limited visibilities, and use caution while driving.

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frostbite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.

... Cold Arctic air and patchy black ice... .

Arctic air is moving into the southern Appalachians behind a
departing cold front with strong westerly to northwesterly winds.
Widespread moisture remains on area roadways after widespread
rainfall on Saturday. Due to this, expect any residual moisture
will freeze this morning leading to some areas of black ice today
and lingering into Monday. Please exercise extra caution while
traveling.
