Areal Flood Warning
Issued: 10:50 PM EST Feb. 23, 2018 – National Weather Service

... A Flood Warning remains in effect until 215 am EST for eastern
Vinton County...

At 1047 PM EST, the reporting gauge on Raccoon Creek at Bolins Mills
continued to indicate the creek was over bankfull. It appeared to
have leveled off and holding steady. Flooding of low lying areas
near the river can be expected. In addition, some County roads that
run adjacent to or cross over the creek may experience flooding.

Some locations that will experience flooding include...
McArthur, Lake hope State Park, Zaleski, Creola and Radcliffe.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.

... Flood Watch remains in effect through Sunday afternoon...

The Flood Watch continues for

* portions of northeast Kentucky, southeast Ohio, and West
Virginia, including the following areas, in northeast
Kentucky, Boyd, Carter, Greenup, and Lawrence KY. In southeast
Ohio, Athens, Gallia, Jackson OH, Lawrence OH, Meigs, Morgan,
Perry, Vinton, and Washington. In West Virginia, Cabell,
Jackson WV, Mason, Pleasants, Tyler, Wayne, and wood.

* Through Sunday afternoon

* waves of low pressure, along a front over the area, will bring
several more rounds of heavy rainfall. After an evening lull,
the next round will come late tonight into Saturday, followed by
several more Saturday night into Sunday. The front will finally
sweep through the area Sunday, as a cold front, bringing the
threat for heavy rainfall to an end Sunday afternoon.

* Flooding of larger streams, creeks and rivers, especially the
Ohio, Muskingum and Hocking rivers, is likely to exceed moderate
levels.

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
