... Heavy rains expected for Monday and Monday night...

A nearby frontal boundary will likely bring periods of moderate to
heavy rains to a large portion of eastern Kentucky on Monday and
Monday night. Widespread rainfall amounts of 1.5 to 2 inches are
anticipated, with up to 3 inches possible locally. Due to
relatively damp ground, much of this rain will end up as runoff,
leading to a potential for low lying flooding and significant
ponding on area roads and in parking lots.
